\"ETTelecom<\/figure>The Centre has come out with a draft of the Indian Telecommunication Bill 2022 that aims to bring in reforms and consolidate existing laws. The telecom department is addressing the regulator's concerns around some clauses of the bill and is in a dialogue with the industry and opposition leaders on all aspects, Minister of Communications<\/strong>, Ashwini Vaishnaw<\/a> <\/strong>told ET. The minister for railways and information technology, Vaishnaw also said the DoT plans to offer only a light-touch regulation for OTT communication players. He expects BSNL<\/a>'s 4G services to be rolled out by January, 2023, and 5G<\/a> services by August next year. Edited excerpts:

The Centre has come out with a draft Indian Telecommunication Bill 2022 but there seems to be dissent from the industry, and apparently the Telecom Regulatory Authority of India<\/a> (Trai) is not happy?
<\/strong>
Industry shared its inputs on the draft Indian Telecommunication Bill 2022. The Telecom Regulatory Authority of India's (Trai) concerns are being addressed. The department has taken a careful approach. It's a draft anyway. We are also meeting with the legal fraternity and industry, and have extended the deadline for comments, and if needed, it may be further extended. We are yet to come up with a final draft, and people can continue to share their views on it.

As an outreach initiative, you have also reached out to opposition leaders especially on their concerns related to the over-the-top (OTT) apps?
<\/strong>
Yes we are speaking with all stakeholders including opposition Members of Parliament. We have consistently maintained that the OTT players would come under the light-touch regulations. Protection of users is of paramount importance, and they have the right to know a caller. Cyber fraud is another big issue that needs to be addressed.

<\/div><\/div>What is the update on Bharat Sanchar Nigam Limited<\/a>'s (BSNL) ambitious fourth generation (4G) launch? Can BSNL catch up to 5G sometime soon?
<\/strong>
We are on track to rollout BSNL's 4G with a target to launch services in the first week of January. By August next year, 5G services will be deployed in BSNL's network. However, in some scenarios, it will be a simultaneous deployment so that the public sector telco can catch up with the private sector.

There are concerns about the stability of BSNL. Your views?
<\/strong>
BSNL is a strategic company, and we'll continue with it. The government led by prime minister Narendra Modi has already come out with a Rs 1.64-lakh crore package, and reiterated its importance. BSNL will remain an important market stabilising entity.

Last year, the telecom department addressed some of the long-standing industry demands. By when a new set of reforms are expected to come out?
<\/strong>
We are coming up with a series of procedural reforms soon, and once we have a new Telecommunications Act in place, we will also come up with licensing reforms.

You have recently said that stricter quality of services (QoS) norms for telecom carriers are needed. What further action have you taken?
<\/strong>
We are consulting the Telecom Regulatory Authority of India (Trai) to revise the quality of services (QoS) norms. The industry is also working proactively to address such issues. Now, with sufficient spectrum holdings, the telcos will further enhance the network quality.

<\/div><\/div>You have lately taken some steps on the Right-of-Way (RoW) front as India enters into the fifth generation or 5G era. Are these efforts paying off?
<\/strong>
The government has already launched PM GatiShakti, and amended RoW rules for faster 5G rollouts. It's a collective effort and all the states are on board now. The average RoW clearance window has come down to about 20 days from 343 days due to these reforms.

Now with 5G, what is the volume of investment that you are expecting in the next two years? How many new job opportunities will be created in the telecom sector?
<\/strong>
We are expecting companies to invest somewhere between Rs 2.50 to Rs 3-lakh crore over a period of next two years. Nearly 80,000 new jobs will be created in the telecom sector, excluding ancillary industries.
