The expenditure is met from the budget grants for this purpose for the year 2020-21, and the state-run telco is required to furnish the 'utilisation certificate' to the department after payment disbursal.

Earlier, the state-owned telecom company's 78,569 headcount who opted for the retirement scheme, had also offered to rejoin their respective functions saying that the government had no funds to meet the conditions of the voluntary scheme.

The ex-gratia component of VRS would require Rs. 17,169 crore for the 92,000 recently-retired employees of both BSNL and MTNL<\/a>.

Last year, Prime Minister Narendra Modi government had unveiled a mega revival program that included VRS, allocation of fourth-generation or 4G spectrum, assets monetisation and Rs 15,000-crore worth of sovereign guarantee to the two stressed telcos.
