DoT aims to make testing of telecom equipment mandatory to intensify country\u2019s security preparedness against cyberattack and espionage, for which they came up with mandatory testing and certification of telecom equipment (MTCTE) scheme for mobile and other products.<\/p>

The deadline for the implementation of MTCTE scheme was 1st October 2018. However, for the mobile devices the deadline was extended.<\/p>

Last year, TMA and its members had urged DoT to defer the deadline (by at least a year) where they discussed about the readiness for Mandatory Testing & Certification for Telecom Equipment of mobile phones. Lots of concerns and practical challenges were raised and addressed for the smooth transition to MTCTE for Mobile Phones.<\/p>

TMA along with its member had a meeting with DoT officials this week and urged them to extend the deadline further in view of the lack of adequate testing infrastructure in the country. This will give adequate time to TEC to accredit the Test Laboratories as conformity assessment bodies (CABs), give the test laboratory enough time to setup the test equipment, test environments, recruit manpower, align resources and be ready to serve the mobile Industry without choking it and with proper TAT and price clarity.<\/p>

Even the portal which is supposed to serve as an interface with the industry is not ready.<\/p>

TMA feels that mandating TEC for mobile phones in its current state is a not a favourable move as there are still many concerns which have not been addressed such as:<\/p>

• Lack of enough Test laboratories<\/li>
• There is no sign to ensure a single window Regulator \/ Processor for Mobiles, as of now there are multiple laws governing the sale of Mobiles in India. TEC should bring all of the respected authorities\u2019 compliance under a single umbrella so that it does not cause hardship between multiple ministries. Hence, de-notification of the electronic products which has already been covered by MTCTE must be done , way ahead of time so that no chaos\/confusion happens at the time of implementation.<\/li>
• Criteria for Series guidelines for mobile phone has still not been finalized.<\/li>
• Minimum scope of the CABs in India which leads to increase in the demand of the sample, turnaround time and unnecessary hardship for roaming between labs and also the cost implications.<\/li> <\/ul>

  TMA further adds that the state that TEC is in now, the situation can be more chaotic and lead to grey market proliferation. Even it will become difficult for TEC to conduct the surveillance in market if the process and standards remains in the same condition. Hence unfair and unjust means would be adopted by some spurious brands who will evade the radar of the TEC mandatory Compliance.<\/p>

  Industry has also opposed the idea of having provisional certificate which will be valid only for 1 year as the process of certificate renewal may require and double the cost, time and resources.<\/p>
