The Telecom Regulatory Authority of India, on Wednesday, released a paper titled “Methodology of applying SUC under the weighted average method of SUC assessment, in cases of Spectrum Sharing” to arrive at a method for calculating fee on shared spectrum.

An additional 0.5% of revenue is levied on access service providers as SUC when the two share a spectrum band.

However, the telecom department has received requests that the additional fee must be charged only on the shared band and not on the entire spectrum band held by licensees.

“The premise on which
TRAI<\/a> had recommended increase in SUC rate by 0.5% was that the pooling of spectrum would increase spectrum utilization and additional capacity would generate more revenue,” TRAI said in the consultation paper.

But, the authority acknowledged that it is necessary to revisit the issue as revenue earned by
telcos<\/a> depends on several factors and the additional fee might be a deterrent for carriers to share spectrum as they are already paying a fee on their respective spectrum holding.

“Further, if SUC rate is left unchanged post sharing of spectrum, TSPs would be more willing to use spectrum sharing to improve their network in areas having congestion and also fix coverage issue,” TRAI said.

The last dates to submit comments and counter comments on the paper are 20 May 2020 and 3 June 2020 respectively.
