\"\" KOLKATA: The Telecom Regulatory Authority of India has sought views from stakeholders on identifying obstacles in the current regulations hindering mergers and acquisitions in telecom sector, along with those complicating allotment, sharing and trading of airwaves. The regulator has unveiled a wide-ranging discussion paper that aims to make regulatory and business environment more comfortable for companies in the sector by simplifying rules.

“Promoting ease of doing business is amongst the priority work items for unhindered growth of the telecoms sector, and it is important to identify bottlenecks, obstacles or hindrances that are making it difficult to do telecom business in India, and thus require regulatory intervention,“ Trai<\/a> said in the paper issued on Tuesday.

\nIt said that various processes that a tele com licensee is required to go through, “should be simplified and combined to the extent possible to economise on efforts on part of telecom service providers (TSPs) as well as the government“.

\nTrai has sought stakeholder inputs by April 11, after which it will analyse them and take a call on additional steps towards “simplification of processes“.
\n
\nThe latest discussion paper on easing the telecom business environment comes at a time when the regulator and incumbent carriers have been at loggerheads over various issues such as call drops and those around newcomer Reliance Jio Infocomm's continuing free promotional offer beyond the stipulated 90 days.

\nRajan Mathews, director general of Cellular Operators Association of India, welcomed Trai's discussion paper but said the larger goals of such an exercise would be served only if the “regulator clears the air on a mobile operator's AGR (adjusted gross revenue), suggests ways to dispense with multiplicity of audits that telcos are currently subjected to, streamlines spectrum management issues and simplifies the security clearances drill“. The association re presents India's biggest telcos -Bharti Airtel, Vodafone India, Idea Cellular and newcomer Reliance Jio.

\n“Trai needs to fix a bunch of issues to really improve the telecom business environment. It must define the components of AGR, and suggest ways to automate its implementation and also simplify the allocation process of spectrum won in auctions,“ Mathews told ET.

\nTrai, he said, also “needs to advocate a single super agency for handling all sorts of telco audits, unlike the present scenario, where a mobile operator is compelled to deal with multiple agencies such as Trai, DoT, CAG or even Sebi, on a variety of issues such as billing, tariffs, quality of service, AGR, KYC compliance amongst others, making the exercise “extremely cumbersome and inefficient“.

\nAs part of the latest paper, the sector regulator has also invited suggestions on ways to make the issue of unified licences and associated rollout obligations simpler and the spectrum liberalisation process easier.

\nSpectrum liberalisation has to do with paying a market-linked price to the government for airwaves that weren't auctioned but assigned at prices set by the government. It is a critical requirement for telcos wanting to trade or share airwaves since they can do so only with liberalised spectrum.
