The call for relief to the telecom sector got louder this week with all three telecom players coming together to ask for the government’s support.

The telcos through Cellular Operators Association of India<\/a> (COAI) asked for a moratorium period <\/em><\/a>of upto 10 years for present and future spectrum payments. They also demanded doubling of the tenure of all auctioned spectrum holdings, both existing and future, from 20 years currently to 40 years without seeking any additional amounts.

COAI Director General SP Kochhar argued the case for telcos in a letter to the department of telecommunications, the finance ministry, and the Cabinet secretary. “The Indian telecom sector remains one of the most heavily taxed sectors. The Government needs to recognize that the current revenue sharing regime of around 32% of revenue outgo as taxes and levies is unsustainable and will always be detrimental to growth of the Industry due to perennial lack of surplus cash to reinvest,” he said.

Out of three telcos,
Vodafone Idea needs immediate relief<\/em><\/a> to sustain operations. The company’s loss widened during the June quarter to Rs 7,312.9 crore from Rs 6,985.1 crore in the previous three-month period. While quarterly revenue fell 4.73% sequentially to Rs 9,152.3 crore and average revenue per user (ARPU) fell to Rs 104 from Rs 107. A reduction in license fees, from 8% currently to 2% of the AGR and a reduction in the spectrum usage charge (SUC) is another demand of the telecom players.

The company has been unable to raise funds to overcome the crisis and is losing customer base rapidly. According to analysts,
Vi will slowly die<\/em><\/a> if it fails to raise $3.5-5 billion (about Rs 26,000-37,000 crore) immediately to meet payment obligations, including adjusted gross revenue (AGR) dues, and invest in expansion of 4G networks.

While the government is learned to be considering a relief package for the telecom sector, the department of telecommunications want promoters of the beleaguered
Vodafone Idea<\/a> — Vodafone Group Plc<\/a> of the UK and Aditya Birla Group (ABG) — to show their commitment to the India telecom operations by infusing equity<\/em><\/a>. However, both have refused to make any fresh equity investments as the telco is looking to raise funds from outside sources.

Kumar Mangalam Birla, the erstwhile chairman of the company, had offered his group’s stake of 27% to the government or any other entity that it deems fit in the name of \"national interest\". He had also sought an urgent government bailout, saying that absence of a revival package may lead Vi Idea towards an \"irretrievable point of collapse\".

And in a last ditch attempt, both Airtel and Vi have filed a review petition again in the Supreme Court for recalculation of the AGR dues. Earlier, their review petition was dismissed by the SC. Both the teclos have been demanding recalculation of AGR dues as calculated by the DoT. Vi will file a curative petition if the SC again rejects its review plea.Earlier, it said it would be a 'Travesty of justice' if correction of errors in AGR calculation was not allowed.

In another development, the government is set to notify the much-awaited new
Spacecom policy soon<\/em><\/a>. This will open up skies for many foreign firms to start providing broadband coverage especially in rural and far flung areas.

Bharti-backed
OneWeb<\/a> and Elon Musk<\/a>’s SpaceX have plans to launch high-speed satellite broadband services in India next year. OneWeb has already received the Letter of Intent (LoI) for GMPCS or `global mobile personal communications by satellite services' from the DoT.

While British firm
Inmarsat has downplayed potential competition<\/em><\/a> from Bharti backed-OneWeb and Elon Musk’s SpaceX, saying these low-earth orbit (LEO) satellite constellation operators “lack fundamental capabilities” of providing secure and comprehensive fast broadband coverage for meeting market needs, including in India.

The new entrants are not well-positioned to meet the needs of that market. It's very hard to provide that kind of coverage, according to Barry French, Inmarsat’s chief marketing and communications officer.
