“We think that telcos are the best suited because we have mastered the art and the science of planning. And it's not just spectrum planning, it's complete radio planning or core planning and the lifecycle management of the device or the subscriber ecosystem,” said Rochak Kapur, EVP & Head, Enterprise Products & Business Operations, Vodafone Idea Limited.

This, combined with constantly tuning the network based on requirements, is an ongoing cycle, Kapur said. “I think whoever undertakes this job needs to understand what they're getting into.”

He was speaking in a panel discussion at the third edition of ETTelecom Digital Telco Summit - 2022 on Friday.

“As telcos, we have been serving hundreds of thousands of enterprises. In my mind, we have met most of the requirements, and we are pretty confident that we'll continue to be able to meet the requirements of enterprises, be it with private networks, be it with public networks, or be it with the combination of both,” the executive affirmed.

“We have the competency and skills to be able to do it much better and more efficiently.”

Jio, in turn, contended that running a telecom network will not be a core activity for any of the enterprises and it should be left to the experts only.

“It’s a proven philosophy that organizations should focus on their core (activities), and leave all the non-core activities to the experts. I think running a telecom network is not going to be core for any of them,” noted Salil Khanna, National Head - Enterprise & Government Business, Reliance Jio.

ET, in its November 18 edition, reported that more than 20 IT and infrastructure companies including Capgemini, Tata Communications, Infosys, Larsen & Toubro and Tata Power have applied for the direct allocation of 5G spectrum to set up private communication networks, in response to an exercise by the Department of Telecommunications to study the demand for spectrum to set up private networks.

“While the government has shown the right intention, we will give spectrum if you need, but spectrum alone will not do anything,” Khanna contended.

The telecom department in its initial guidelines on private networks had said that enterprises that want to set up their own captive networks can lease spectrum from mobile operators, or get it directly from the DoT.

As part of the demand study, companies having a net worth of more than Rs 100 crore and willing to set up captive non-public network were allowed to apply for airwaves.

The telecom department has also sought the
Telecom Regulatory Authority of India<\/a> (TRAI)’s views on pricing at which spectrum can be allocated.

Telcos have staunchly opposed any move to directly allocate spectrum to enterprise for setting up private network reasoning that such a move could kill 5G business case, cause loss to the national exchequer and lead to security loopholes. In contrast, technology companies have strongly favored TRAI’s call to allow private enterprises to directly obtain 5G spectrum from the government via the administrative route.

Notably, telcos estimate their future 5G enterprise revenues to be around 40% of the total for 5G.

Jio said that 5G standalone (SA) and mobile Edge core deployments will be essential to support private networks as the non-standalone (NSA) mode will not be able to support private networks and network-as-a-slice.

While a TRAI official in the panel discussion did not pinpoint a specific spectrum allocation mechanism for setting up private network, he added that government will come with a chunk of spectrum for this purpose.

“We do not know whether it will be administrative allocation, or it will be some kind of another mechanism… We will work it out on the basis of demand estimation. What we understand is quite a good number of large enterprises have submitted their demands. Some system integrators have evaluated the demand of business and made their submissions. Based on that I'm sure that the government will come up with some chunk of spectrum which will be made available,” concluded Anil Kumar Bharadwaj, Head, TRAI Center of Study and Research.
