"" NEW DELHI: Credit rating agency ICRA Thursday said that the telecom sector debt will rise to Rs 425,000 crore despite a modest participation of telecom service providers in the recently-concluded spectrum sale by the government.

In a five-day
spectrum auction concluded Thursday across 700 Mhz, 800 Mhz, 900 Mhz, 1800 Mhz, 2100 Mhz, 2300Mhz and 2500 MHz bands, the government had put a total of 2354.55 Mhz of spectrum to invite bids from telcos, attracting Rs 65,789 crore worth bids leaving 60% of airwaves untouched.

“Despite the modest participation, post the auctions, the debt levels of the
industry would remain elevated at an estimated level of Rs 425,000 crore. We estimate the industry debt/OPBDITA to remain weak,” Harsh Jagnani, VP – Corporate Ratings, ICRA Limited said in a statement.

The firm attributed ‘limited financial flexibility’ of the industry, impacted by elevated debt levels, as a principal constraint for participation in the spectrum sale.

The government will however, receive Rs 32,000 crore as an upfront from successful bidders with rest amount over a period of 20 years as per auction terms.

According to ICRA’s estimates, the consolidated debt level of the industry as on March 31, 2016 stood at around Rs 410,000 crore as against around Rs 290,000 crore as in March 2014.

Delhi-based rating firm, however, said that the airwaves sales results were in line with its earlier estimates that attributed it to fetch Rs 60,000 to Rs 65,000 crore, with no interest in the 700 MHz band.

“The
spectrum auction results are in line with ICRA’s earlier estimates of Rs. 60,000 – 65,000 crore, with no interest in the 700 MHz band,” he said.

The government however anticipated to garner as much as Rs 5.67 lakh crore from the spectrum auction at the prescribed reserve price, but however fell much short of expectation with a mere 12% of final bid value.

All the seven participating operators gave a miss to the premium 700 Mhz band spectrum due to high-reserve price which was Rs 11,485 crore per Mhz and unavailability of device ecosystem.

“The telcos who participated have acquired spectrum, with action focused in the supra 1 GHz bands due to relatively cheaper valuation. Spectrum acquisition for bolstering the data capabilities has been the theme of these auctions,” Jagnani added.

["ICRA","spectrum auction","Harsh Jagnani","Airtel","Vodafone","industry","idea","spectrumauction2016
telecomnews/industry-debt-to-rise-to-rs-425000-crore-after-spectrum-auction-warns-icra"}}" data-authors="[" muntazir abbas"]" data-category-name="" data-category_id="" data-date="2016-10-07" data-index="article_1">
