\"The additional 0.5% of the SUC in case of the spectrum sharing should be done away with prospectively,\" SP Kochhar, director general, COAI told ETTelecom, and added that the telecom watchdog has rightly clarified that a 0.5% charge be levied only on shared airwaves.

The Telecom Regulatory Authority of India (
Trai<\/a>) clarified that in sharing of frequencies, an increment of 0.5% on SUC rate should be applied only on spectrum holding in the specific band where sharing is taking place, and not on the entire radiowaves holding of the licensee.

The move, according to sector regulator, would offer flexibility to telecom service operators to manage their airwaves on a commercial basis.

In April, the watchdog has floated a consultation paper and discussed the assessment of the spectrum usage charge under the weighted average methodology in the scenarios of sharing of spectrum.

If the Trai's suggestions are accepted by the Department of Telecommunications (DoT), the telecom carriers sharing spectrum would see a cut in SUC bills, and eventually, encourage more sharing agreements that also allows operators to use airwaves more efficiently.

The Delhi-based group, Kochhar, said is of the same view that as per current spectrum holding guidelines in case of spectrum sharing, the SUC should apply on the spectrum holding in the specific band only.

\"We are of the view that the government needs to facilitate spectrum sharing by putting in place enabling policies and remove any regulatory hurdles which hamper spectrum sharing,\" the COAI's chief added.

Kochhar, who took charge of the telecom body that represents
Bharti Airtel<\/a>, Vodafone Idea<\/a> and Reliance Jio<\/a> last month, reiterated the industry<\/a> stand to rationalise taxes and levies to bring the sector back to health.

\"The government should reduce the SUC by 3%, and license fee towards USOF contribution should be brought down from 8% to 3%,\" he said, and added that there should be a Goods and Service Tax (GST) exemption on license fee, SUC and on payments towards the purchase of spectrum in auctions.

The industry has a cumulative debt of nearly Rs 8 lakh crore and has been seeking government intervention to bring back to health in line with the national policy goals unveiled in 2018, while telcos have also sought affordable fifth-generation or 5G radiowaves.
