<\/span><\/figcaption><\/figure>NEW DELHI: An industry<\/a> group that represents homegrown cable makers has sought cancellation of a multi-crore contract awarded by state-run PowerGrid<\/a> Corporation of India Ltd. (PGCIL<\/a>) to Fiberhome<\/a>, saying the optic fiber maker had Chinese<\/a> parentage with links to its government which gave rise to concerns around national security.

But a top PGCIL official rubbished the security concerns, saying the order was given to Fiberhome, which was an Indian company based in Noida, and after due diligence and clearance from the committee of grievances.

In a recent letter to PGCIL Chairman Kandikuppa Sreekant, the
Telecom<\/a> Exports Promotion Council (TEPC<\/a>) said that telecom equipment coming from China could pose a \"serious threat\" to India's national security and called on the company to wind up the contract and float a fresh tender. A copy of the letter, which was reviewed by ET, was also sent to the National Security Advisor (NSA), and secretaries of power and home departments.

telecom network<\/a> is being used by various government agencies such as the National Informatics Centre (NIC), Intelligence Bureau (IB), and Defence Research and Development Organisation (DRDO<\/a>) for transmission of critical data and information,\" the TEPC letter said.

The PGCIL executive though countered, saying a lobby was trying to ensure the tender was cancelled even at the tendering stage. “The committee of grievances had disposed off a petition of the lobby, allowing PGCIL to award the contract. The order was passed in favor of PGCIL on March 22, 2019.”

The Indian unit of Fiberhome, a Wuhan-based producer of fibre optic, had in mid-2019 bagged a pan-India fibre-based network program contract from PGCIL that aims to offer broadband services and resell bandwidth to public departments. While sources at the industry body put the contract value at Rs3,500 crore, the PGCIL executive pegged the value at Rs155 crore plus taxes.

The Indian lobby body further alleged that Fiberhome was spun off from a Chinese state-run company in 1999 after the transformation of
Wuhan<\/a> Research Institute of Posts & Telecommunications. Proximity to the Chinese government has been a key reason for the US to allege that Chinese gear makers such as Huawei can be used for snooping by Beijing, a charge which the Asian country and companies located there have rejected in the past.

Washington has been pressuring its allies, including New Delhi, to bar Chinese equipment makers from 5G deployments. While some of its allies have kept the likes of Huawei and ZTE out from 5G, India is yet to take a decision.

Fiberhome's India unit and PGCIL did not respond to ET’s queries.

TEPC represents domestic companies such as Paramount Wires & Cables Limited (PWCL), Sterlite Technologies Limited (STL), Himachal Futuristic Communications Limited (HFCL), Polycab Wires & Cables, Aksh Optifibre and Finolex Cables.

TEPC alleged that Fibrehome had secured the contract through “predatory pricing” and added “not a single delivery has been made against the project till date”. It also pointed out that Fiberhome was located in Wuhan, the starting point of the ongoing Covid-19 outbreak, which has led to delays in manufacturing, testing and overall supplies.

“We are told the order is ready to be despatched,” the PGCIL executive said.

In China, telecom networks are being deployed, operated, and maintained locally with no access to any Indian firm, RK Bhatnagar, telecom consultant and former director-general of TEPC, told ET. Hence, Indian firms should also invoke the 10(d) clause that allows Indian authorities to take reciprocal action against Chinese firms.

But the PGCIL official said that the Chinese imports ban under 10D came up only in February 2020, much after the contract had been given.
