People familiar with the matter said that Vodafone Idea paid the DoT \u20b93,042.80 crore and rivals Reliance Jio and Bharti Airtel paid \u20b91,053 crore and \u20b91,950 crore, respectively, meeting a deadline for spectrum payments.


The three telcos did not respond to ET\u2019s queries on the same.

ET had reported in its Tuesday's edition that the telcos, including Vodafone Idea, will make their spectrum payments and not risk having their bank guarantees invoked by the DoT.

Cash-strapped Vodafone Idea, which faces balance AGR dues of \u20b953,500 crore more as per DoT\u2019s estimates, has said it will shut down its operations if its bank guarantees are invoked or if it doesn\u2019t get relief on its AGR dues.

Shares of Vodafone Idea closed at \u20b93.6, up by 6.1%, on the BSE on Tuesday.

Tata Teleservices, which had paid \u20b92,197 crore last month, paid an additional \u20b92,000 crore towards its AGR liabilities, and said it was putting in additional money \"in good faith and as a matter of abundant caution towards licence fees, spectrum usage charges and applicable interest, penalty and interest on penalty.\u201d

The payment came a few days after N Chandrasekaran, chairman of Tata Sons, met with telecom minister Ravi Shankar Prasad to discuss the operator's statutory dues, which stood at nearly \u20b915,000 crore as per DoT's estimates. \u201cThis on account payment is subject to reconciliation after the conclusion of the process of computation and verification being conducted by the DoT spanning a period beginning from FY07 and spread across 20 circles,\u201d the company, which had sold its consumer mobility business to Airtel, said in a regulatory filing on Tuesday.

The additional payment is similar to an \u201cad hoc\u201d payment of \u20b95,000 crore made by Airtel, over and above the \u20b913,004 crore that it paid up as full and final settlement of its AGR dues, as per its own selfassessment. DoT is in the process of reconciling its own estimates with the self-assessment of telcos, and may notices to telcos seeking explaination for the differences. DoT has estimated Airtel\u2019s dues at nearly \u20b940,000 crore.

Sources have told ET that the telco\u2019s own assessment of AGR takes into account certain deductions the telecom department had initially refused and also excluded duplicate entries. The biggest discrepancy for both Airtel and Tata Teleservices was because the DoT had not permitted some deductions on interconnect usage charge in the absence of certain documents, the people said.

Shares of Airtel closed at \u20b9521.2 up by 0.5% on the BSE.

Vodafone Idea\u2019s self-assessment has pegged AGR dues at around \u20b923,000 crore, compared with DoT estimates of \u20b957,000 crore. The telco has paid \u20b93,500 crore so far.

According to a report by brokerage IIFL Securities, \u201cthe government expects VIL to pay another \u20b96,000 crore by March 17\u201d. That is the day for the next Supreme Court hearing in the AGR case. IIFL said its report was prepared after a meeting with senior DoT officials. \u201cDoT wants to ensure that VIL remains a strong player. It hopes that if telcos demonstrate their intent to pay by depositing \u20b930,000 crore by March 17, 2020, the Supreme Court may be amenable towards recovering the remaining dues via instalments,\u201d IIFL said.

It added that the DoT could be making \u201ca fresh, accurate reassessment of AGR dues, keeping in mind actual payment timelines,\u201d which may lower the dues by up to 15% of current demands.

Other measures could be simplification of AGR definition prospectively and reducing the interest rate for deferred spectrum payment, the brokerage house said. \u201cKey risk is the SC imposing fresh punitive measures when it learns that the entire amount due has not been paid; however, we believe this is unlikely.\u201d
