The government<\/a> has decided to allow private firms to host<\/a> their apps<\/a> for free on the government-owned app store<\/a> which is currently being upgraded to bring it at par with commercial app stores like Google or Apple. Companies will also have the flexibility to choose any billing system to charge their customers, senior officials told ET.

New features such as feedback and rating systems are being introduced for the existing Mobile ‘Seva’ app store so that it can be as good as any “commercial app store”, officials said. The government has opened up applications from private firms and is currently evaluating them before they can go live.

“The government is facilitating a fair and alternative opportunity to provide a platform to private firms to host their apps without any cost and with the flexibility to choose their payment partners,” said one of the officials. He added that the cost will be waived off initially and the government will take a decision on whether to impose any fee later after figuring out the business model. “We will not force any company to host their app on the government app store but at least they will have a choice of another platform,” said another official.

The government however will not allow any apps which deal with illegal activities like betting or gambling.

The ministry of electronics and IT hosted a meeting with some top Indian developers last month which included the likes of Paytm and the response has been \"very good\", the official said.

This comes after the ongoing battle between Google and Indian start-ups over the technology giant’s plans to charge commission from subscription-based apps from later this year that has now been reduced from 30% to 15%.

Homegrown companies have been opposing the move arguing that it will hurt the budding Indian startup ecosystem since the 15% commission may be a significant burden on the companies with razor-thin margins. Since Google controls over 98% of the Indian smartphone ecosystem through its Android operating system, the move is also being termed as “monopolistic”.

The app store already hosts over 960 government apps and has seen close to 85 crore downloads.

Chiefs of some Indian companies that ET spoke to said that the government app store will be a good alternative to the existing duopoly of Apple and Google and they will be open to hosting their apps on it along with promoting downloads through it.

Murugavel Janakiraman of Bharat Matrimony told ET that the government should embed the app store with all new smartphones as a means to get visibility and popularity. “It’s important that there should be an alternative platform beyond Apple and Google, since the industry is concerned by them coming up with their own regulations.”

The govt app store has been around for many years and already hosts apps like DigiLocker. Since it can be installed on Android phones, it will provide an alternative to apps that can direct customers to download the apps from the government app store instead of the Google
Play Store<\/a> to avoid paying the commission. The government is also planning on an awareness and communication overdrive to popularise its app store in the coming months.
