With regards to details of action taken by service providers against malicious entities Trai said “Since September 2019, Access Providers have imposed Usage Cap on more than one lakh 30 thousand cases. More than 93 thousand cases have been issued warning notices for first instance of violation and imposed usage caps in more than 71 thousand cases for second instances of violation and disconnected more than fifteen thousand connections to be found violating the regulations third time.”
As of the third week of August, there are more than 4500 telemarketers with delivery functions and more than 1600 telemarketers with aggregating functions onboarded on the new system.
Compared to 10,400 telemarketers registered with Trai before the formulation of new regulation on DLT, the current progress shows that “most of the telemarketers have on-boarded on the new system,” Trai said.

This is because of the monitoring and assignment of headers by access providers that headers are being used in a more frugal manner. “These headers came into use over the last 10 years and there was no monitoring of active and inactive headers. There was no mechanism to check the uniqueness of the headers and cases of numerous headers used by same entities,” Trai said in the affidavit seen by ET.
The authority also said that most of the genuine entities have registered themselves since volumes of traffic of commercial communication have reached closer to earlier levels.
In fact, even after recovery of traffic to almost the same level, the numbers of complaints are much lower than earlier. In July 2020, there were around 26,000 complaints against unregistered telemarketers compared to 86,000 in September 2019, Trai data showed.

More than 93 thousand cases have been issued warning notices for first instance of violation and imposed usage caps in more than 71 thousand cases for second instances of violation and disconnected more than fifteen thousand connections to be found violating the regulations third time.”
As of the third week of August, there are more than 4500 telemarketers with delivery functions and more than 1600 telemarketers with aggregating functions onboarded on the new system.
Compared to 10,400 telemarketers registered with Trai before the formulation of new regulation on DLT, the current progress shows that “most of the telemarketers have on-boarded on the new system,” Trai said.
