<\/span><\/figcaption><\/figure> NEW DELHI: The Tower and Infrastructure Providers Association (Taipa<\/a>) Tuesday said that the Right-of-Way (RoW) policy of Karnataka<\/a> imposing “exorbitant charges” for mobile tower deployment was contrary to Central government rules notified in November 2016, and that could also deprive seamless telecom services to consumers in the state.

“It is dismaying that Karnataka Government has drafted a policy which imposes exorbitant charges for the installation of mobile
towers<\/a>, locational restriction and is not at all aligned with the RoW Rules, November 2016 notified by the Indian government,” Tilak Raj Dua, Director General, TAIPA in a statement said.

Delhi-based Taipa represents telecom infrastructure companies such as
Bharti Infratel<\/a>, American Tower Corporation<\/a>, and GTL Infrastructure.

The provisions in the new draft policy, according to Dua, were in contravention with the Central guidelines,
industry<\/a> submissions, and standpoint, and added, “not aligning state tower policy with Right of Way rules, 2016 will deprive the citizens of Karnataka from quality telecom services and high-speed broadband.”

The state has more than 32,000 mobile towers mounted with more than 1,36000 base trans-receiver stations catering to nearly 64 million mobile subscribers.

The Karnataka government’s draft regulation, the group said, imposes several issues such as restriction on the location of towers, requirements of multiple documents and no-objection certificates, non-availability of government land and buildings, high fees ranging from Rs 10,000 to Rs 50,000, as well as lacks provision for the deployment of in-building solutions.

The infrastructure lobby group has also recently sent a letter to deputy chief minister of Karnataka, strongly recommending the state to align its policy with the Right of Way rules, 2016.
