Kolkata: India’s Big 3 telcos are likely to increase tariffs by another 10-12% as early as Diwali in a bid to further boost average revenue per user (ARPU), say analysts. They added that despite the increase, the three carriers, including Vodafone Idea (Vi), are likely to add some 35-40 million customers in FY23, primarily in the under penetrated rural markets.

They said the telecom
industry, including Vi, not losing any active users in the March quarter, FY22, even after the 20-25% tariff hikes last November/December underlines that the market is ready to take another hike in its stride as telecom tariffs in India remain amongst the lowest globally.

This, they added, underlined a return of significant pricing power in the sector and the prospect of the top three telcos collectively adding around 35-40 million customers by end-FY23. Bulk of the new mobile user gains are likely in the rural markets.

Rural mobile tele-density is under 58% compared to over 130% in urban areas, latest subscriber data collated by the telecom regulator showed.

Mayuresh Joshi, head of equity research at the Indian unit of US equity research firm, William O’ Neil & Co, estimates that “the combination of another 10-12% tariff hike and steady customer gains this fiscal to trigger around 10% on-year average revenue per user (ARPU) growth for the top three telcos by end-FY23. That, he said, would potentially boost Airtel, Jio and Vi’s ARPU levels to around Rs 200, Rs 185 and Rs 135 respectively by end-FY23, from current levels.

Analysts, though, expect
Bharti Airtel and Reliance Jio to drive bulk of the estimated customer additions through FY23, courtesy their stronger 4G play, and expect Vi's gains on this score to stay modest, unless it closes its pending external fundraise swiftly and ramps up 4G network capex spending sharply.

Kunal Vora, head of India Equity Research at BNP Paribas, expects “industry subscriber growth to resume in FY23 as the clean-up phase (of low value users) for the industry is largely over”.

He added that the telecom industry not losing any active users in the fourth quarter despite last year’s tariff hike also indicates strong pricing power and increases BNP’s confidence about a future tariff hike sooner than the last one. Active users are those regularly using a telco’s mobile network.

Last week, Airtel’s MD Gopal Vittal said the company would need to take another tariff hike in calendar 2022 to boost its ARPU to Rs 200, adding that the market can easily absorb such a hike. Vodafone Idea MD
Ravinder Takkar, in an interview to ET, also backed rate hikes this year.

Overall industry sales grew 8% sequentially in the March quarter, FY22, compared to 4.2% in the earlier one, and analysts expect improved revenue growth visibility and strong ARPU growth in coming years with prospects of yearly tariff hikes by the big operators.

Morgan Stanley estimates “telecom industry ARPU to grow by about +50% over the next 4-5 years, with revenues expanding to 1.6x FY22 levels,” helped by a favorable market structure and regulations that are now supportive of structural and liquidity measures announced by the government last September.
