Freedom of speech and expression<\/a> is a constitutionally guaranteed right under Article 19(1) and neither the Information Technology (IT) Act nor the IT Rules<\/a>, 2021 contravene these rights, Minister of State for Electronics and Information Technology Rajeev Chandrasekhar<\/a> said in a written response to a query posed by MP Asaduddin Owaisi in the Lok Sabha on Wednesday.

The minister went on to add that in order to deal with the new and emerging issues that are cropping up in
cyberspace<\/a>, the government has proposed to further update the part-II of the IT Rules<\/a>, 2021.

In June, the Ministry of Electronics and Information Technology put up proposed amended IT rules for public consultation. They said this was done to provide additional avenues for grievance redressal apart from courts and also ensure that the constitutional rights of Indian citizens are not contravened by any Big-tech Platform by ensuring new accountability standards for significant
social media<\/a> intermediaries.

\"Government policies and rulemaking are committed to ensure an open, safe and trusted and
accountable Internet<\/a> for its users,\" Chandrasekhar said. \"As Internet access continues to rapidly expand in India, new issues related to the above commitments also keep emerging. To deal with such new and emerging issues, as well as to keep pace with the evolving cyber space, the government has proposed to further update the part-II of the IT Rules, 2021.\"

He added that the Information Technology (Intermediary Guidelines and Digital Media Ethics Codes) Rules, 2021 or the IT Rules, 2021 were formulated to make intermediaries including
social media<\/a> platforms accountable to their users and enhance user safety online<\/a>.
