Confirming the development, Dell said in an emailed statement to ET: “Our manufacturing and production is well on track to meet the initial commitments made by us.”

Optiemus, Flextronics, Bharat FIH, Lava, Neolync, Dixon, Bhagwati, VVDN, Wistron and Flextronics didn’t respond to ET’s queries while Netweb, Smile Electronics, Panache Digilife and Infopower couldn’t be reached for comment.

International companies need to record net incremental sales of Rs 1,000 crore to be eligible for the first-year incentive of 4% in cash backs, while for local companies, the target was Rs 50 crore.

The companies, through industry bodies India Cellular & Electronics Association (ICEA) and Manufacturers Association for Information Technology (MAIT), have sought more than tripling of the total incentive corpus to around Rs 20,000 crore and increasing the average rate of incentive from 2.3% to 5%. They said that the sops do not compensate for the disabilities of shifting production to India of duty-free products like laptops, tablets and data servers from countries like China, Taiwan and Vietnam.

“IT hardware as a manufacturing category has performed very poorly and is mostly CBU (completely built units) import driven. The PLI has had limited success,” said Pankaj Mohindroo, chairman of ICEA, which has Apple, Lava, Rising Star (Foxconn) among its members.

Mohindroo, however, added that all efforts were being made to energise Global Value Chains (GVCs) such as Apple, HP, Dell and Acer, among others to make India a global manufacturing hub with output touching $30 billion by 2026.

Nitin Kunkolienkar, president of MAIT, added that the current terms of the scheme were not incentivising manufacturing of electronic hardware in the country and more needed to be done.

A senior executive at one of the global applicants told ET that the company was waiting for the electronic hardware PLI to be restructured, before it started production under the scheme.

“We have made it very clear to MeitY (ministry of electronics and information technology) in our representations that the arithmetic is not adequate. The disabilities vis-a-vis other manufacturing destinations aren’t being addressed and this needs to be reworked,” the executive said.

Another domestic company, which won’t be able to meet the annual target for the first year, said supply chain shortages were also adding to the woes of the industry.

“Covid induced supply chain issues and chip shortages have increased from eight weeks to 50 weeks, and we expect this lead time to continue for some time now,” the executive of the Indian firm added.

The scheme had received a poor response since its notification with the 14 companies approved under the scheme cumulatively committing to produce far lower than expected by the government.

They had pledged to produce goods only up to minimum eligibility threshold or goods worth Rs 1.60 lakh crore, including Rs 60,000 crore of exports over the 4-year period of the scheme. This was sharply lower than the government's initial estimate of achieving production output worth Rs 3.26 lakh crore, of which exports were expected to be worth Rs 2.45 lakh crore.

The scheme aims to end India’s dependence on imports, which are a whopping $4.21 billion for laptops, while a very little value of India’s total demand of $4.85 billion is currently manufactured in the country. Similarly, in tablets, $0.41 billion of India’s total market of $0.50 billion is imported.
