<\/span><\/figcaption><\/figure>Mumbai: Vodafone Idea<\/a>’s discussions with banks, its promoters and external investors to raise funds have picked up pace in the past month, as most of the provisions of the telecom relief package have been implemented, the cash-strapped telecom operator’s chief executive said on Friday.

Vodafone Idea (Vi) has also taken steps like reducing the validity of its entry-level prepaid pack in Mumbai to improve the average revenue per user (ARPU) and will observe the results of this before expanding it to other markets, Akshaya Moondra said on a post-results call. The company, India’s only private lossmaking telco, reported its fiscal fourth-quarter results on Thursday.

“Currently multiple discussions (on fundraising) are on, and these discussions have happened actively in the past one month or so, post the conversion to equity by the government,” Moondra said.

The company has been trying to raise Rs 20,000 crore to be able to improve its capital expenditure and compete efficiently in the market. However, those interested in providing funding to the company wanted to make sure that the reforms package from the government was implemented in total, he added.

A delay in the issue of shares to the government against interest arrears on statutory payment was holding talks back, said Moondra. And now that it was out of the way, the talks have picked up pace. The return of Aditya Birla Group chairman Kumar Mangalam Birla on the Vodafone Idea board is also being looked at positively by investors, he added.

Vi shares ended 1.14% higher at Rs 7.07 on the BSE Friday, a day after the carrier posted a sequentially narrower net loss of Rs 6,418.9 crore compared with Rs 7,990 crore in the third quarter, helped by lower interest and financing costs. The pace of its subscriber losses also slowed in the past quarter.

A severe fund crunch has limited the telco’s capex spending on its 4G network and stymied its efforts to launch 5G, which resulted in rapid subscriber losses, say analysts.

Moondra said the fund raised will be used to improve capex to launch 5G and broaden its 4G coverage. All the business plans submitted to banks and external investors include the 5G rollout proposal as well, he said.

In the meantime, Vi earlier this week took steps to improve its ARPU in the absence of headline tariff hikes. It reduced the validity of the entry-level Rs 99 pack to 15 days from 28 days in Mumbai, to push consumers towards higher priced plans.

“We will continue to observe the space and make interventions as we go forward,” Moondra said.

He reiterated the need for a change in the pricing structure of the industry, adding that currently, none of the operators could make healthy returns on capital invested through the tariffs in play.

India last saw tariff hikes in November-December 2021, the complete effects of which led to Vi’s first annual revenue growth – in FY23 - since the merger of Vodafone Group and Idea Cellular in August 2018. Going forward, tariff hikes will be instrumental for the telco’s health, analysts said.

Vi is also looking at improving the quality of its customer mix.

“I think at this point of time, we will not be able to take the lead on that (tariff hikes). However, as we get into investment mode and we are able to expand our 4G coverage, we could also take the lead,” he said, adding that the tariff needs to reflect the cost that the industry undertakes.

The telco is currently not seeing any major impact of the delay in 5G rollout on churn, Moondra said. “This quarter (Q4FY23) major investments were made by competition for 5G and we have seen some reduction in churn. So, I would say there hasn’t been any impact of 5G on our subscriber base”.

He said currently around 8% of Vi's subscriber base has 5G smartphones.

Rivals
Bharti Airtel<\/a> and Reliance Jio<\/a> launched 5G services in October 2022 in a phased manner. Both aspire to have extensive 5G coverage by the end of the current fiscal year. Vi, on the other hand, has yet to announce its 5G rollout plans.

5G has not impacted churn maybe because there are multiple challenges when it comes to consumers using 5G, like battery usage and figuring out 5G tariffs, he said.

“Competition (Airtel and Jio) is giving
5G data<\/a> for free, which is good for the consumer but, as has been mentioned by competition, is not sustainable,” he said. So, once 5G is charged, the challenge will be the benefit the consumer gets in terms of experience.

He conceded that in the long run, having the next-generation telecom technology as part of its network will be necessary.

“Over time, everybody will need to have a 5G offering. Now what is the depth and breadth of the coverage will have to be determined over a period of time,” Moondra said.
