Social media giant Facebook said it is including the prevalence of hate speech for the first time in its quarterly community standards enforcement report.

Facebook said in quarter three of 2020, hate speech prevalence was 0.10% – 0.11% or 10 to 11 views of hate speech for every 10,000 views of content.

"For the first time, we’re including the prevalence of hate speech on Facebook globally. Due to our investments in AI, we have been able to remove more hate speech and find more of it proactively before users report it to us," wrote Guy Rosen, VP, integrity at Facebook while releasing the Community Standards Enforcement report for November.

Facebook said in quarter three, it took action on 22.1 million pieces of hate speech content, about 95% of which was 'proactively identified' and 19.2 million pieces of violent and graphic content (up from 15 million in quarter two).

It said it took action on 12.4 million pieces of child nudity and sexual exploitation content (up from 9.5 million in quarter two) and 3.5 million pieces of bullying and harassment content (up from 2.4 million in quarter two).

"Our proactive detection rates for violating content are up from quarter two across most policies, due to improvements in AI and expanding our detection technologies to more languages. Even with a reduced review capacity, we still prioritize the most sensitive content for people to review, which includes areas like suicide and self-injury and child nudity," Rosen wrote.

Facebook said on its photo and video sharing app Instagram in quarter three, it took action on 6.5 million pieces of hate speech content (up from 3.2 million in quarter two), about 95% of which was proactively identified (up from about 85% in quarter two).

Facebook stated it took action on 4.1 million pieces of violent and graphic content on Instagram (up from 3.1 million in quarter two) and 1.0 million pieces of child nudity and sexual exploitation content (up from 481,000 in quarter two).

On bullying and harassment, it took action on 2.6 million pieces of content on the platform (up from 2.3 million in quarter two) and 1.3 million pieces of suicide and self-injury (up from 277,400 in quarter two)

"Our enforcement metrics this quarter, including how much hate speech content we found proactively and how much content we took action on, indicate that we’re making progress catching harmful content," Rosen wrote.

In a separate blog post, Arcadiy Kantor, product manager, integrity at Facebook wrote the company calculates hate speech prevalence by selecting a sample of content seen on Facebook and then labeling how much of it violates its hate speech policies.

"Because hate speech depends on language and cultural context, we send these representative samples to reviewers across different languages and regions. Based on this methodology, we estimated the prevalence of hate speech from July 2020 to September 2020 was 0.10% to 0.11%," he stated.

"In other words, out of every 10,000 views of content on Facebook, 10 to 11 of them included hate speech," he added.
