<\/span><\/figcaption><\/figure>NEW DELHI: State-run BSNL<\/a>'s employees' union has urged the telco to issue an add-on purchase orders for the upgradation of BSNL’s existing 2G and 3G services to 4G instead of floating a new tender, BusinessLine reported.

The Sanchar Nigam Executives’ Association (SNEA) further said that the orders be issued to non-Chinese gear makers.

In a letter to BSNL Chairman and Managing Director. PK Purwar, SNEA said this would help the telco to roll out 4G services faster and will result in savings of about Rs 8,500 crore, the report added.

SNEA further suggested that the telco should function as a mobile virtual network operator<\/a> (MVNO) in circles where the telco does not support 4G services.

The union said that purchase orders should be issued for the upgradation of existing base transceiver systems (BTSs) to support 4G services.

BSNL had first sought 4G spectrum in 2017 but that spectrum is yet to be awarded.

Earlier this month, state-run telecom operators BSNL and MTNL<\/a> had canceled tenders floated for the upgradation of 4G services as the tenders did not fulfill the government’s ‘Make in India’ requirements.

Though both Mahanagar Telephone NIgam Limited<\/a> (MTNL) and BSNL do not hold 4G spectrum but BSNL provides 4G services in certain circles by leveraging high-end BTS system. However, the telco needs 4G spectrum to provide high-speed 4G connectivity in areas covered by a single BTS.

SNEA suggested that BSNL should enter into intra-circle roaming pacts with private telcos to become an MVNO to provide 4G connectivity in areas where networks cannot be upgraded.

An MVNO that does not own telecom infrastructure, typically distributes other telecom companies’ services.
