\"\"NEW DELHI: The officials of the Department of Telecommunications (DoT<\/a>) are not letting the harsh criticism penned down by special CBI<\/a> (Central Bureau of Investigation) judge OP Saini<\/a> in his order on the 2G spectrum case<\/a>, to weigh them down and are focussed on, among other issues, ensuring that the March 2019 deadline for Bharat Net<\/a> is met.

\nDoT, which was the nodal body that gave out telecom licences on first-come-first-served basis in 2008, had gone into a huddle on Thursday to review the judgement which hauled it for inefficiencies, convoluted way of writing down guidelines, disordered functioning and a lack of understanding of regulations, besides being a regular source for leaking information.

“It is business as usual here,” said a senior official, who did not wish to be named. “We are well aware of the
policy<\/a> which was followed at that time, but the policy has since changed, so it does not affect us,” he added.

\nDoT officers got a big boost after Telecom Minister Manoj Sinha said on Thursday that the current policy of spectrum being sold through auctions since 2012 was transparent and correct, and tagged 2G spectrum procedure used back in 2008 “wrong and corrupt”.

\n“Earlier, CVC (Central Vigilance Commission) had investigated the 2008 spectrum auction and had found it wrong,” he told reporters. “One must pay attention to what CVC had to say about the 2015-2016 spectrum auction, CVC has applauded the department for transparency and has given an award in 2017 for transparency,” he said.

\nHe added that there was no longer spectrum shortage, the auction process epitomises transparency and service providers were no longer complaining. DoT officials who had closely observed the developments in the 2G case through the day on Thursday were busy looking into files related to different issues that the department faces, such as recommendations for relief under the inter-ministerial group (IMG) and holding meetings with industry representatives on Friday.

\nThe court had on Thursday criticised DoT for not having clarity in the policies and guidelines, adding that rules were framed ‘in such technical language that meaning of many terms are not clear even to DoT officers’. The 2G special judge OP Saini questioned that if DoT officers do not understand the departmental guidelines and their glossary, how could they blame companies\/others for violation of the same.
