<\/span><\/figcaption><\/figure>India will focus on creating a supportive ecosystem for semiconductor manufacturing in the country first, and not only on fabrication units, according to union technology, railways, and telecom minister Ashwini Vaishnaw<\/a>. The government is ready with the latest draft of the Digital India Act<\/a> that will be released soon for public consultation, while the Digital Personal Data Protection Bill<\/a> will be presented in Parliament in the monsoon session, he told Aashish Aryan and Romit Guha in a wide-ranging interview. He added that the delay in Vodafone Idea’s fundraising was a worry. Edited excerpts.

Q. What are the major achievements of the government over the last 9 years?
<\/strong>
A. The fundamental change that the Prime Minister brought was shifting the political discourse - from keeping the poor as vote bank to sincerely and dedicatedly working towards permanent transformation in people's lives.

A few examples are the number of houses or electricity and fresh tap water connections that have been added over these years. Four crore pucca houses have been constructed over these years, which means a population of 20 crore people now have a permanent roof over their head. That is equivalent to the population of Japan.

Similarly, 12 crore fresh water tap connections means covering 60 crore people, which is more than the population of Europe. That is the magnitude of growth. That is a part of the social infrastructure growth.

Now, about economic infrastructure. We have constructed 74 airports in the last 9 years. Nearly 37,000 kilometers of railway electrification has been done. We have 21 world-class trains running in India and 111 water-ways. Sector after sector, the focus has been to build an economy which is productive and provides more opportunities to our people or entrepreneurs, industries and micro, medium and small scale enterprises.

Q. How was your recent US visit? Which companies did you meet? Where does India’s semiconductor ecosystem stand as of today?<\/strong>

A. Our focus has been on creating the ecosystem. In the recent US visit, I met with about 45 companies and 2 universities. They very candidly and sincerely advised us to focus on building the ecosystem and making sure that the 200-250 gases and chemicals industries, which require extremely high speciality, purity and precise composition are available in India. We have focused on the quality of electricity, getting the logistics right and making sure that the talent for semiconductor fabrication is in place.

The size of this industry is going to double in the next seven years - from current $650 billion to over 1 trillion. In the next seven years, industry will need over one million qualified and talented people to work in these semiconductor industries. India will become the semiconductor capital due to a variety of factors. And for that, we have to make sure that the ecosystem is in place by the time the first fabrication unit comes along.

Q. What are some of the companies that you met during the US tour?
<\/strong>
A. Our delegation met Applied Materials, Intel, AMD, DuPont, Cadence, IBM, Western Digital, Merck, TOK (Tokyo Ohka Kogyo), NEC, Renesas, LAM, and many other companies.

Q. What makes Dholera optimal for setting up semiconductor fabrication units?
<\/strong>
A. Gujarat government has done a lot to develop Dholera as a major centre for hi tech manufacturing.

It has 10,000 acres marked for semiconductor units, about 20,000 MW green energy. One fabrication unit needs about 300 - 500 MW.

There are five ports servicing the area. There is a very evolved pharmaceutical and chemical industry in Gujarat. Ability to handle speciality chemicals and gases is available there.

There will be multiple grids feeding power to Dholera units, so the quality of power is good. Now, everybody knows that ultra-pure water has to be manufactured. The international airports in vicinity and IIT Gandhinagar add more value.

Q. The government has re-opened the window for applicants to submit new applications to set up semiconductor fabrication units. What is the thought process there?
<\/strong>
A. The three proposals that we had initially are in the final stages of being evaluated. They can also move to the new window that we have announced.

We modified the Indian Semiconductor Mission scheme last October. That was based on the experience and the advice that we have got from experts who are in ISM.

Almost all of them suggested that the global semiconductor industry is going to have about 50-60% mature nodes and the rest would be advanced nodes. The mature nodes would be serving the electric vehicles, telecom, consumer and power electronics industries.

The leading nodes will be serving some specialised chips and smartphones, the compute power and memory chips which are going into data centres. The growth which was earlier primarily in compute and mobile
devices<\/a> is now equalled by the growth in EV and telecom. With 5G proliferating all over the world, the growth in telecom is as big as the growth in electronics.

So the advice we got is that we should cover the entire spectrum and not limit our program to only 28 nanometres and smaller nodes. So we modified it in October. The original program was not applicable to the first three applicants because the process had closed on February 15. If any one of them wants to migrate to a new plan, they can do so.

Q. One of the original proposals was from the Vedanta-Foxconn JV. There are reports about some issues in the JV and that they would not be eligible for the incentives. Your thoughts?
<\/strong>
A. An expert team of technical and financial experts are evaluating every proposal. This is a new industry for India. That work is going on. We should be able to give you some firm information within the next three to four weeks.

Q. What are your expectations from the reopening of the window for applicants under the
India Semiconductor Mission<\/a>?
<\/strong>
A. Some major players are looking at India as the next destination. Certainly, some players would like to come in the value addition category to begin with and then come with the fabrication part.

Q. Is there a revision in the incentive structure or the total incentives being offered under ISM, now that the window has been re-opened?
<\/strong>
A. On the total amount of incentives, we will take a call once we reach the initial limit of $10 billion that we set in December 2021. This is a 20-year program, and this is just the first step.

Q. The government has also come up with the PLI 2.0 scheme for IT hardware. Will the likes of
Apple<\/a> and Samsung<\/a> be applying for this?
<\/strong>
A. Apple and Samsung are both present now in India and expanding. Their focus is now on getting the component ecosystem. As always, every industry starts with assembly activities. Once volume is created, then the component ecosystem starts coming in. So, we are at that phase in the development of electronics manufacturing. Our focus should be to make sure that we should go deep down into the ecosystem to have a strong foundation for rapid growth.

Q. What is the status of the Digital India Bill, as well as the Digital Personal Data Protection Bill and the Telecom Bill?
<\/strong>
A. The Digital Personal Data Protection Bill will be introduced in the Parliament in the Monsoon session. …the draft is almost ready. We should be able to bring it for consultation within the next few weeks.

Q. What new can we expect in the Digital India Bill?
<\/strong>
A. The industry structure has totally changed in the last 20 years. The applications which we see today were not there. The question now is how we should create a framework that caters to almost ubiquitous internet connectivity and related issues like user harm, protection of users and privacy.

The Digital India Bill will also deal with accountability of social media platforms.

The third aspect is on emerging technologies. The entire world is today concerned about how AI will affect societies and economies. Our challenge is to create that balance, where we take the good things out of this new technology and limit the potential harm that it can cause.

Now, technology evolves very rapidly. So, like the DPDP bill, instead of keeping it prescriptive, we will state out the principles based on which companies can evaluate what to do.

Q. Is there a thought to do away with Section 79 of the Information Technology Act which provides immunity to internet intermediaries for third party content?
<\/strong>
A. Social media platforms have to be accountable for what they are publishing. See, India has multiple languages, cultures and other aspects which makes her a remarkably diverse country. We need the platforms to be sensitive to our society's needs. Accountability has to be there.

Q. What are your views on the recent cases of people getting spam calls and messages on instant messaging apps such as WhatsApp?
<\/strong>
A. Many steps have been taken to prevent cyber frauds. The first is that if somebody's identity has been used to take a connection fraudulently, that can be checked and be disconnected.

The second is that if somebody is giving wrong information and taking a connection, then that is also disconnected. The first and second are connected to cyber fraud.

The next step is that if somebody is calling you, you should have the right to know who is calling. Right now, it is in the works. Once that happens, a significant part of the cyber fraud will reduce.

Q. How do you plan to maintain privacy for users as well as checking these frauds, especially with respect to over-the-top calling and messaging apps and the know-your-customer norms for them?
<\/strong>
A. The privacy of the person who receives the call is as important as someone who calls. If somebody is intruding into your private space, you have a right to know who that person is before you respond to that message or take that call. And of course, whatever we do will have to pass the privacy test.

Q. The government has taken a huge step by converting Vodafone Idea’s dues into equity. But there has been no promoter infusion or external capital raise so far. Is that a worry?
<\/strong>
A. The promoters have been continuously telling us that they are working on it. We hope some results of the efforts of the promoters are out soon. But yes, we are concerned. This delay is really worrying us.

A. Apple and Samsung are both present now in India and expanding. Their focus is now on getting the component ecosystem. As always, every industry starts with assembly activities. Once volume is created, then the component ecosystem starts coming in. So, we are at that phase in the development of electronics manufacturing. Our focus should be to make sure that we should go deep down into the ecosystem to have a strong foundation for rapid growth.

Q. What is the status of the Digital India Bill, as well as the Digital Personal Data Protection Bill and the Telecom Bill?
<\/strong>
A. The Digital Personal Data Protection Bill will be introduced in the Parliament in the Monsoon session. …the draft is almost ready. We should be able to bring it for consultation within the next few weeks.

Q. What new can we expect in the Digital India Bill?
<\/strong>
A. The industry structure has totally changed in the last 20 years. The applications which we see today were not there. The question now is how we should create a framework that caters to almost ubiquitous internet connectivity and related issues like user harm, protection of users and privacy.

The Digital India Bill will also deal with accountability of social media platforms.

The third aspect is on emerging technologies. The entire world is today concerned about how AI will affect societies and economies. Our challenge is to create that balance, where we take the good things out of this new technology and limit the potential harm that it can cause.

Now, technology evolves very rapidly. So, like the DPDP bill, instead of keeping it prescriptive, we will state out the principles based on which companies can evaluate what to do.

Q. Is there a thought to do away with Section 79 of the Information Technology Act which provides immunity to internet intermediaries for third party content?
<\/strong>
A. Social media platforms have to be accountable for what they are publishing. See, India has multiple languages, cultures and other aspects which makes her a remarkably diverse country. We need the platforms to be sensitive to our society's needs. Accountability has to be there.

Q. What are your views on the recent cases of people getting spam calls and messages on instant messaging apps such as WhatsApp?
<\/strong>
A. Many steps have been taken to prevent cyber frauds. The first is that if somebody's identity has been used to take a connection fraudulently, that can be checked and be disconnected.

The second is that if somebody is giving wrong information and taking a connection, then that is also disconnected. The first and second are connected to cyber fraud.

The next step is that if somebody is calling you, you should have the right to know who is calling. Right now, it is in the works. Once that happens, a significant part of the cyber fraud will reduce.

Q. How do you plan to maintain privacy for users as well as checking these frauds, especially with respect to over-the-top calling and messaging apps and the know-your-customer norms for them?
<\/strong>
A. The privacy of the person who receives the call is as important as someone who calls. If somebody is intruding into your private space, you have a right to know who that person is before you respond to that message or take that call. And of course, whatever we do will have to pass the privacy test.

Q. The government has taken a huge step by converting Vodafone Idea’s dues into equity. But there has been no promoter infusion or external capital raise so far. Is that a worry?
<\/strong>
A. The promoters have been continuously telling us that they are working on it. We hope some results of the efforts of the promoters are out soon. But yes, we are concerned. This delay is really worrying us.
