\nAlthough the ministry was keen to award the contract to L&T for 5 years, scrutiny of the bid papers revealed that its terms and conditions could not have been met, an official said. The Ministry of Home Affairs withdraws the tender “and the same stands cancelled from January 14, 2016. Bids received against the tender are nullified,” according to the order.

\nQueries emailed to L&T and HP seeking comment remained unanswered The project, envisaged on the lines of the 911 emergency helpline in the US, is aimed at connecting emergency services including police, fire and ambulances through a common number. The home ministry now plans to issue a fresh tender, which may delay the project by another six months from the planned January 2017 launch, the officials said.

\nThe government will seek to integrate the system with the road transport ministry’s plan to install emergency buttons on buses. The telecom ministry agreed to allow the use off 112 as the emergency number since it is the only three-digit number that can be dialled from a mobile phone even if the handset is locked.

\nOnce implemented, the system will help in identifying and locating a person in distress, another official said. A centralised operations centre would be set up in New Delhi with call centres in the state capitals, which would receive distress messages from defferent mediums like mobiles, SMS, email and chats, and panic buttons in public transport vehicles.
