Nagpur<\/a>: Ganesh Paunikar, who has put in 22 years of service in BSNL<\/a>, says his family even cut down on buying vegetables, as his salary<\/a> was paid only on Thursday, September 19. The children took frugal meals in their lunch boxes, he said. The three weeks from August 31 to September 19 were a harrowing period for many like Paunikar in the state owned telecom company, which is in a crisis these days.

salary<\/a> for August was to be paid on the last working day of the month, but was credited only on Thursday, a delay of 20 days. BSNL<\/a> has paid salaries late since February, but the delay was the longest this time, leaving many lower and middle-rung employees gasping.

Apart from delayed salaries, BSNL has also not deposited the EMIs and insurance premiums deducted from staff salaries with the respective agencies since last five months, say union leaders. A number of employees have given a mandate for direct deduction of loan instalments or insurance premium from their salaries. “Even as salaries were paid, the amount deducted as EMI or premium was not forwarded to the bank or insurance company,” said Pancham Gaikwad, president of BSNL Employees Association, a left leaning union.

A senior official said BSNL urgently needs external assistance to meet its commitments. The salary was delayed because other financial liabilities were cleared first. Even now, Maharashtra circle, which is among the better performing zones, has revenue shortfall of Rs20 crore a month.

“There are many employees whose take home salary is less than Rs50,000 due to loans taken from employees cooperatives society or banks. A delay of more than a fortnight has left them helpless,” says Gaikwad. The situation is worse in Mahanagar Telecom Nigam Limited (MTNL), where the salary backlog is of two months, he said.

Paunikar said, “I take home Rs32,000 a month, out of which Rs6,000 goes for home rent. With a number of other expenses, there is little scope to save for the next month. There were days when we did not even buy vegetables. You know the kind of food children take to school these days, but mine had to adjust with simpler stuff. Finally, with salary deposited, the first thing to do is pay back the money borrowed till now.”

“My gross salary runs into tens of thousands, but the net pay is hardly Rs7,000. Most of the amount goes toward loans. Imagine the situation when even the meagre pay I get is delayed for 20 days,” said a employees in his late fifties requesting anonymity.

Ajay Singh, who mans a counter at the customer service centre (CSC), said, “We cannot even get a loan from the employees cooperative as it also is short of funds due to the crisis. The instalments deducted by the company have not been passed on to it. In such a situation, the cooperative does not have funds to lend us. Most of the young employees have substantial outgo towards EMIs.”

Ashwin Shende, also a clerical level employee, said his wife contracted typhoid but he could not afford medicines after the first lot were exhausted. “Finally, I can buy the pills now,” he said.

Gaikwad, the union president, said the association’s national chief P Abhimanyu held four meetings with the management, which insisted that pay will be released after September 16. “Perhaps they were waiting for the union elections to end. Ours is the majority union and holding the pay was also aimed at hampering our votes. The elections ended a day ago, though we won, the vote share is down 4%,” he said.
