“The Executives and Non-Executives of BSNL are completely disheartened due to the non-settlement of their long long-pending and justified demands,” the All Unions and Association of BSNL (AUAB) said in a letter dated June 4 to CMD PK Purwar and telecom secretary K Rajaraman, while mentioning the anguished meetings held with officials in the past seeking redressal to their issues.

ETTelecom has reviewed a copy of the letter.

As per the letter,
BSNL employees<\/a> have demanded an “immediate replacement” of E1A pay scale with E2 pay scale and E2A pay scale with E3 pay scale, calculated from January 1, 2007, without cascading effect on other pay scales.

“Extension of full 30% SAB contribution for BSNL recruited employees, as per the 2nd PRC (Pay Revision Commission) recommendations and immediate depositing of the balance contribution thereon and making SAB pension fund up to date,” the letter added.

The employees have also demanded that BSNL should conduct a Limited Internal Competitive Exam (LICE) for Junior Telecom Officers (JTOs) and other non-executives, basis the vacancies available on January 31, 2020, along with immediately lifting a ban on compassionate ground appointments.

They also demanded the filling up of all SC\/ST backlog vacancies, and the implementation of “unfulfilled assurances” given during the meeting with Purwar on October 27 last year, as per the letter.

Forum of BSNL Executives' Associations, an association of employee groups of BSNL in December 2021 had shot off a letter to Purwar, urging the telco’s management to roll back a proposed organization restructuring plan. The groups had then argued that the move is “detrimental to the career progression” of the executives.
