<\/span><\/figcaption><\/figure>NEW DELHI: State-run Bharat Sanchar Nigam Limited<\/a> (BSNL<\/a>) has extended a deadline following a no show from bidders for the fourth generation or 4G upgrade of Left Wing Extremism<\/a> (LWE) -I program which according to homegrown companies, have unviable pricing and prohibitive terms and conditions.

\"If BSNL keeps such stringent conditions, interest from the domestic vendor community may erode while project cost may escalate and deadlines would not meet,\" Rakesh Kumar Bhatnagar, director general, Voice of Indian Communication Technology Enterprises (Voice) said.

In June, the state-controlled telco floated a tender to upgrade 2,323 solar-powered network sites from 2G mobile to 4G for which Rs 77-lakh per site has been earmarked as pr the
Universal Service Obligation Fund<\/a> (USOF) which mandated the use of infrastructure available at existing sites.

In April, the Cabinet approved the Universal Service Obligation Fund (USOF)-driven initiative at Red Corridor states at an estimated cost of nearly Rs 2,426.39 crore that includes operations and maintenance (O&M) for five years.

\"Sizing of the battery which itself is contradictory to the backup requirement and capex of infrastructure as laid out in the tender, as well as the enhancement of performance bank guarantees (PBG) to 16% from originally-conceived 10% during the middle, are discouraging domestic equipment companies to participate,\" a person aware of the matter said, adding that the use of Li ion batteries with 100% imported cells would encourage Chinese-origin products into the site infrastructure.

The tender for Infrastructure as a Service Provider (IaaSP), which even failed to attract original vendors -- HFCL and
Vihaan Networks Limited<\/a> (VNL)-- has now been extended till August 29.

In a letter to BSNL chairman, dated August 23, 2022, the Voice director general sought corrective measures with rational conditions to facilitate faster upgrade in line with the government's green telecom policy.

Bhatanagar also suggested the use of energy-efficient Category - II eNodeB solution adhering to the Telecommunications Engineering Centre's (TEC) general requirements (GR) which, according to him, can run on renewable energy resources.

The work has been awarded to BSNL since it had deployed sites under the LWE-I program across 10 states hit by extremism together with homegrown vendors HFCL and VNL in a record time in 2016, as a part of the initiative conceived by the Ministry of Home Affairs (MHA) to strengthen security mechanisms and combat insurgency in the regions affected by left wing extremism.

Earlier, the department in a statement said that the government chose BSNL for the prestigious project to promote indigenous 4G telecom equipment so as to achieve self-reliance in the telecom gear segment to fulfil domestic market needs apart from exporting to other markets, and added that the upgrade would enable better Internet and data services in the affected regions.
