TCS COO N Ganapathy Subramaniam.

Mumbai/New Delhi: The $2 billion telecom deal between state-owned BSNL and a consortium led by Tata Consultancy Services (TCS) will enable the IT service provider to take its telecom offerings to potential global clients and compete with network gear makers such as Nokia, Ericsson and Samsung, a top executive told ET.

This will also provide alternative telecom solutions to countries that have traditionally depended on these large players, TCS chief operating officer
N Ganapathy Subramaniam said.

With the addition of companies like
Tejas Networks and Saankhya Labs to the Tata group, this deal will potentially pitch the Tata consortium as an indigenous telecom network solutions provider against global players like Ericsson, Nokia, and Huawei, among others.

It would also propel the company’s domestic telecom business since TCS would now have an end-to-end ‘Made in India’ stack.

As part of the deal, Tejas Networks will provide network equipment, while the Centre for Development of Telematics (C-DoT), a public sector telecom research and development (R&D) firm, will provide the 4G and 5G core radio solutions.

“We (TCS) have always been only in the software management side and never supplied equipment. Now, we have the equipment capability, which means that they can truly compete with global equipment vendors. TCS will continue as the systems integrator with the addition of Tejas Networks as the equipment provider,” Subramaniam said.

Once TCS implements this network across BSNL sites in the country by deploying over 500,000 Radio Access Network (RAN) equipment, it will serve as a showcase of TCS’ telecom offerings for other countries that generally have a smaller requirement and who seek alternatives to the same network providers, he added.

At a group level, the focus on telecom has intensified due to a demand for additional players globally and the ability of this sector to generate jobs.

“So, the group's philosophy is to get into businesses which can create technical and sustainable jobs. We also need to take ownership of the amount of foreign exchange that goes out every year in the name of buying equipment, hardware, maintenance and support services among others,” Subramaniam said.

Earlier this year, TCS carved out two new business units dedicated to telecom and 5G solutions, led by industry veterans.

The company created a network solutions and services unit (NSS) under the communications and media vertical to cater to 5G rollout and engineering solutions, led by Vimal Kumar, and a cognitive enterprise network unit (CEN) within the enterprise growth group to offer intelligent network management solutions, led by Satya Pitta.

TCS does not disclose telecom revenues, but its communication and media vertical comprised around 7% of its $6.88 billion revenue during the July-September quarter.

Telecom companies globally are one of the largest spenders on technology along with banks and retailers.

TCS will initially deploy 4G solutions which can be upgraded to 5G.

In addition, it will also implement network optimisation, diagnosis and analytics solutions that it had done previously for global telecom clients.

“We never thought that we would have to get into telecom, probably because telecom equipment has always been proprietary. But now with hardware being commoditised, everything can be driven by software which is a major strength for India,” he added.

BSNL is in the process of setting up 6,000 4G sites across the country using the 4G stack of C-DoT/TCS under a Rs 550 crore deal awarded earlier.

Beyond the current scope of the BSNL deal, TCS also aims to add additional players of customer experience solutions in future iterations of the deal, he said.

The state-run telecom operator has a debt of over Rs 33,000 crore and has received Rs 5,000 crore from the government to clear vendor dues.

However, TCS is not worried about payment issues with the operator.

“These kinds of deals always have payments linked to milestones. When you work with government-based tenders anywhere in the world, that is the case,” he added.

The launch of
BSNL 4G services has already been delayed by over two years. In 2020, BSNL was forced to cancel a tender due to restrictive conditions for domestic firms. After that, BSNL was asked by the government to utilise equipment from domestic companies only.
