<\/span><\/figcaption><\/figure>New Delhi: Policy thinktank, Broadband India Forum (BIF<\/a>) in its submission to the Telecom Regulatory Authority of India (TRAI<\/a>) said data communications between aircraft and ground stations should be permitted under a similar licensing regime as the Captive Non-Public Network (CNPN) license, and should be light touch in nature.

The thinktank, which has among its members, leading
IT companies<\/a> and telecom equipment makers<\/a>, said the spectrum for the critical function should be allocated administratively.

The thinktank believes data communications between aircrafts and ground stations is strategic and falls under the critical communications.

It is also similar to captive networks, which are being regulated under the CNPC license, and the spectrum allotted is used entirely for the strategically vital communications between the aircraft and ground stations and is not part of any public communication service or public internet service.

\"Since Captive Networks have now been permitted under a gazette notified standalone
CNPN license<\/a> with the provision of direct assignment of spectrum through administrative manner, similar regulatory dispensation can be awarded to this strategic segment of vital data communications between the cockpit of the aircraft and the control tower,\" said TV Ramachandran, President, BIF<\/a> India.

This is in opposition to the
telecom service providers<\/a> who, in their submissions to Trai<\/a>, have asked data communications between aircraft and ground stations to be brought under a separate authorisation under the Unified Licence regime, with Jio and Vodafone Idea<\/a> asking for the necessary spectrum to be auctioned.

“Given the importance of digital infrastructure and its linkages to overall socio-economic development, it’s imperative that a conducive framework is defined where entities who are focussed on only creating infrastructure over which any service can ride, are promoted,” the consultation paper said.<\/p><\/div>
