The fee is likely to be in the range of Rs 200-300 per street light or electricity pole and would depend on the location - urban or rural areas, a senior official from the department said. The objective is to use various spaces in municipality buildings, post offices, bus, and railway stations for deployment of infrastructure which is critical to the success and adoption of 5G on a large scale.

The street furniture would include street lights, electricity and other utility poles or any other street-level infrastructure that can house wireless equipment, mainly small cells to enable telecom players toolboxes to bring their networks closer to the end customers.

The draft of the street furniture
policy<\/a> is almost ready and would be finalised once the TRAI’s views on its consultation paper on the same issue will be out, the official said.

A single window clearance for approvals from various state bodies will also be part of the new policy to give telecom players ease of business.

The use of higher frequency bands for 5G services would require that macro cells be complemented with extensive deployment of small cells so as to support all kinds of uses and applications, at all locations.

The use of street furniture is an optimum way to deploy next generation telecom infrastructure to overcome Right-of-Way (RoW) challenges.

The department is likely to auction 5G airwaves by mid of this year, and following spectrum allocation to telecom carriers, the commercial rollouts are expected early 2023.

Trai has floated a consultation paper on use of street furniture for small cell and aerial fiber deployment. The dense deployment of small cells was critical for mass adoption and availability of 5G services as higher bandwidths needed to be supplemented with more base stations for high quality 5G services.

Small cells are low-powered radio access nodes or base stations (BS) operating in licensed or unlicensed spectrum that have a coverage range from a few meters up to a few hundred meters. The attributes of small cells (radio, antenna) are compressed such that they are portable and easy to deploy and they intend to provide localized coverage in households and hotspot services especially in areas like city-centers and transport hubs.
