<\/span><\/figcaption><\/figure>NEW DELHI: State-run Bharat Sanchar Nigam Limited<\/a> (BSNL<\/a>) is looking to bring in a sea change in human resource (HR) management by introducing a system to evaluate employee performance, standardisation of roles, fast track merit-based promotions, and identification of non performers, to transform itself into a lean organisation in order to compete with private sector rivals.

BSNL<\/a> aims to leverage technology for efficient and productive human resource management with the implementation of online performance management, the state-controlled telco said in an internal assessment.

By the end of August this year, BSNL had 60.705 employees with an average age of 45 years.

On an average nearly 2,000 employees are set to retire every year over a 10-year period between 2022-2032, making it a more focussed organisation to compete with private
industry<\/a> players -- Reliance Jio<\/a>, Bharti Airtel<\/a> and Vodafone Idea<\/a>.

Country's fourth-largest telecom carrier has recently reduced 19 non-territorial circles to 9, and sanctioned posts decreased to a fourth, and has frozen new recruitments.

The HR revamp comes close on the heels of the second tranche of a reform package of Rs 1.64 lakh crore approved by the Cabinet in July this year.

27,673 executives have been assigned with targets in line with the government's revival package, the note added.

In 2019, the Centre allocated about Rs 69,000 crores in order to revive the financially-stressed telcos - BSNL and
Mahanagar Telephone Nigam Limited<\/a> (MTNL<\/a>) - by way of voluntary retirement scheme (VRS<\/a>), and monetising assets.

Nearly 78,500 BSNL employees bid adieu by opting
VRS<\/a>, cutting down on the salary outgo by almost 50% to about Rs 600 crores.

Following the reduced workforce, the telco is managing operations and state-run programs through existing workforce in addition to outsourced employees and franchisees.
